Puertos del Estado meets with Fenaport officials

Madrid, Spain (PortSEurope) July 26, 2019 – The president of Puertos del Estado, Salvador de la Encina, has assured representatives of the carriers of Asociaciones de transportistas autónomos portuariosthe (Fenaport – National Federation of Transportation Associations Port) that it will address the concerns of its members. Fenaport as the association of autonomous port carriers that operate exclusively in the main Spanish ports, as well as terminals
and dry ports throughout Spain, representing its members in port activities. De la Encina, was accompanied by Leandro Melgar and Mª Jesús Calvo, Director of Exploitation and Deputy Director of Competitiveness and Exploitation of State Ports, has called the representatives of carriers to analyze the issues that most concern the sector. At this time, as a result of the concentration of loads and pressure on the costs of shipping companies, one leading issue is the management of empty containers, that in numerous occasions are in conditions unsuitable for the cargo that they have to transport and that results in that carriers have to assume the tasks, costs and risks that do not correspond to them, and to slow down their work when the container they receive is not suitable and it is necessary to replace it with another, with the aggravating of the disparity of schedules between depots, shipping companies and chargers. In addition, the need to improve land access has been highlighted and the technological means for the transmission of information and have raised issues related to the functions you should develop by the port police related to the service of transport; the implications of the negotiations in the field of stowage on the sector; as well as the situation of the services of border inspection and para-customs services. To improve the management of empty containers Fenatport has set up meetings in the last year with the Freight Forwarders (Feteia), shippers (Eutransamer), container terminals, Container Deposits (ARCE) and the Authorities themselves Ports and customs that have resulted in a series of proposals that will be analyzed by State Ports, of which the most notable are: Establishment of a system of categorization of the state of container that can be included in the transmitted information in the transportation order, so as to ensure that the assigned container is suitable for the use that will be given.Assess the possibility of establishing a “suitability report of the empty container ”after review.Require prior establishment by the shipping companies of the procedure to follow when a container is detected in inadequate conditions, favouring the possibility of resolution of the incident by the Depots themselves, informing after the shipping company.Streamline schedules of container hauling so that they do not interfere with traffic inside the port, in the security, nor in the operation of other terminals. Puertos del Estado is a state-owned company responsible for the management of state-owned ports. The company executes the port policy of the government and coordinates and controls the efficiency of the port system, made up of 28 port authorities that manage the 46 ports of general interest.
