Risoil awarded Kherson port contract

The winner of the concession competition in the port of Kherson was the company Risoil-Kherson – Vladislav Krikliy – January 21, 2020 The winner of the concession in the port of Kherson was the company Risoil-Kherson. The company offered 10 times higher variable concession payment rate than the minimum tender rate. This was announced by the Minister of Infrastructure of Ukraine Vladislav Krykliy today, January 21, 2020.
“We have a good result of the first concession competition. The winner of the concession competition in the port of Kherson was the company Risoil-Kherson. The fight for the Kherson port concession was intense. The difference between the winner and the second place is minimal – just over two points based on the results of the evaluation of financial proposals”, said Vladislav Krykliy. The Minister of Infrastructure stressed that the very high percentage of growth of the winner’s offer in relation to the minimum requirements testifies to the prospect of the concession project and the interest of the business in the public-private partnership: Risoil-Kherson LLC offered a variable concession payment rate (7%) from revenue for the year, it is 10 times higher than the minimum requirements we have set. 44% higher than the minimum requirements, the company offered a fixed concession payment – UAH 12 million. The investment commitments offered by the company are almost UAH 300 million (for four years), which is 38.6% higher than the minimum requirements. Another UAH 18 million is the amount of funds for the development of local infrastructure (an increase of 67.7%). According to the head of the Ministry, the implementation of the public-private partnership project for the concession of the property of KhMTP and the property of Ukrainian Sea Ports Authority (USPA) is aimed at attracting investments in state-owned port infrastructure facilities, increasing the value of such objects at the expense of private capital, the implementation of advanced management and commercial practices of private port operators in the public sector and the improvement of the quality of concessionary services provided through the use of concessioned property to consumers. The signing of the agreement with the concessionaire will take place after receiving the concentration permit from the Antimonopoly Committee in accordance with the legislation, this procedure takes about two months. Risoil S.A. operates in the logistics of vegetable oils, bulk and general cargoes in the ports of the Black Sea; the sale and production of vegetable oils; trade in grain crops and oilseed; and transshipment, storage and processing of agro-industrial products.
