River traffic should triple. This was stated by the Minister of Infrastructure Vladislav Krykliy during the presentation of the changes planned in the field of infrastructure and transport by the end of 2019, during 2020 and the next five years.
The implementation of the reform in the field of water transport will be a good incentive for expanding the capabilities of Ukraine’s transport infrastructure. “Development of river transportation will allow unloading roads and protect them from destruction, and will also help to create new jobs by increasing orders for Ukrainian shipbuilding companies”, – said Vladislav Krykliy. In 2020, four gateways will be repaired to ensure the safety of navigation.
According to the minister, seaports are an important link that closes river, rail and road transport in Ukraine. Therefore, the government pays special attention to the development of the port industry. “It is here that the first concession projects are implemented at the ports of Olbia and Kherson. In turn, Mariupol, Mykolaiv, Odesa, and the ferry complex at the Black Sea port. Such a format of public-private partnership will allow to attract the necessary investments in the industry and provide decent working conditions for people ”, – emphasized Vladislav Krikliy.
The Minister of Infrastructure also spoke about changes in aviation, postal services and the translation of services into electronic format.
The increase in the number of Ukrainians using aviation transport should be due to the increase in the share of lowokost in the aviation market of Ukraine, in 2020 – up to 45%, and subsequently – up to 63%. There are all the necessary prerequisites for this. Recently, Wizz air has opened flights from Zaporozhye Airport and Ryanair Europe’s largest low-cost airline announced the launch of the Kherson-Krakow flight in December 2019. Another step that will reduce the cost of domestic flights is to optimize taxation for Ukrainian carriers.
The Minister of Infrastructure announced plans for the reconstruction and construction of new airports with budget funds in Dnipro, Mukachevo and Izmail. The budget of 2020 contains 1 billion UAH, which is 5 times more than in 2019.
It is also planned to attract funds from private investors to modernize the airports. For this purpose a concession will be held at the airports of Kherson, Chernivtsi and Zaporizhia.
The minister also said that the procedure for obtaining international status for airports would be simplified. This will help them develop, establish international economic contacts and attract foreign investment.
Another important area of work of the Ministry of Infrastructure in the near future should be attracting a strategic investor for the national postal operator – Ukrposhta.
“As part of the modernization of the company, we are building new sorting centers in Kiev and Lviv, and we are launching 500 mobile offices. We need to take care of increasing access of Ukrainians living in remote settlements to modern financial services with the help of Ukrposhta, ”the Minister of Infrastructure said.
He also spoke about new e-services, the implementation of which is part of the President’s and Government’s plans to develop the state as a service for citizens and businesses. Among them: introduction of a single electronic ticket for all modes of transport for citizens; e-port + seafarer’s electronic cabinet for port industry, electronic bill of lading, carrier’s electronic office for business.
