Spain’s Competition Watchdog Launches Study On National Port Network

Madrid, Spain (PortSEurope) April 18, 2019 – Spain’s competition watchdog Comisión Nacional de los Mercados y la Competencia (CNMC) has launched a study on the network of national ports agency Puertos del Estado.

The study will analyse the 46 state-owned ports managed by port authorities, entities that are coordinated and supervised by Puertos del Estado, responsible for executing and implementing the port policy designed by the government.

Despite the supervision, each port independently regulates public services, the number of service providers, rates, fees, and concessions. The study will evaluate the intensity of competition between Spanish ports and those of third countries to evaluate the effectiveness of the system. 

The objective is to identify if there are restrictions on competition in the port model and to propose, if necessary, measures that mitigate their negative effect.
