Piraeus, Greece (PortSEurope) July 3, 2019 – The Port Planning and Development Committee (ESAF) has met to discuss the Master Plan of Piraeus Port Authority SA (PPA).
Piraeus Port Authority is operated by China’s COSCO Shipping Ports Limited.
As there was no new submission of a Master Plan by PPA SA, the discussion focused on the content of the Response and Clarification Memorandum submitted by PPA SA after a previous meeting and the content of the Ministerial Decision of the Minister of Culture and Sport on the Master Plan of PPA.
It was recalled that ESAF, at its 78th meeting in February 2019, had approved all the Obligatory Investments provided for in the Concession Agreement between the Greek State and PPA. The publication of the relevant Decision in the Official Gazette is expected in the coming days.
At its 79th Session, ESAF decided that:
1. Acceptance the following Additional Investments:
- Development of New Warehouse in the former ODDY area (ΠΕ01) Infrastructure – Transport
- Construction of a five-storey car park in the area C2 (ΠΕ02) if there were clarifications and the conditions set in the previous meeting
- Eco Buses (PE03),
- Creation of a Cruise Passenger Station (ΠΕ04), (It is noted that ESAF had rejected the construction and operation of retail mall in the new Cruise Cruise terminal)
- Reconstruction of a Pagodas building in a 5-star hotel and conference centre according to the terms and conditions set out in the Decision of the Ministry of Culture
- Use of two warehouses as 4 & 5-star hotels (PE06) according to the terms and conditions set out in the Decision of the Ministry of Culture,
- Building of a 5-star hotel in Porto Leone (PE09) according to the terms and conditions set out in the Decision of the Ministry of Culture,
2. Refusal of the additional investment related to the construction of Mega Yachts Shipbuilding Repair in Area C1 (P08) and the use of “shipping” in zones F and IB.
Furthermore, ESAF proposes the transformation of the existing Silo warehouse into a Public Museum of Old Antiquities within the framework of the implementation of the Piraeus Cultural Coast program, a proposal agreed with PPA, as stated by letter to the General Secretariat of LMPNE, the CEO of PPA.
It was clear in the discussion that environmental and traffic issues would be addressed in the framework of the Strategic Environmental Impact Study (SEPA) and the individual Environmental Impact Studies (EIA).
Finally, ESAF decided that in order to be able to obtain the final approval of the Master Plan of PPA as a whole, a revised Master Plan (issues and drawings) should be submitted in accordance with the provisions of the Concession Agreement with completed and modified all the data required under the above comments, the decisions of ESAF and Ministerial Decisions of the Ministry of National Defense.
