Ukraine plans concession tender for Chernomorsk port with international support

We are planning the next concession competition in the port of Chernomorsk - Vladislav Krikliy - January 31, 2020 We are planning the next concession competition in the Black Sea port, stated the Minister of Infrastructure of Ukraine Vladislav Krykliy during the presentation of the winners of the first concession tenders in the ports of Ukraine. Minister for Economic Development, Trade and Agriculture of Ukraine Tymofiy Milovanov, Minister of Transport and Communications of the State of Qatar, Jasim Al Sulayti, Head of the International Finance Corporation (IFC) regional office in Ukraine and Belarus Jason Pellmar, the European Bank for Reconstruction and Development (EBRD), Deputy Chairman in Ukraine Mark Magaletsky, participated in the event. Shota Hadzhishvili and David Bezhuashvili, QTerminals Representative Neville Bissett, Head of Kherson Regional State Administration, and Yuri Gusev, Head of SPILNO Project Office at the Ministry of Infrastructure, representatives of Risoil-Kherson Shota Hadzhishvili and David Bezhuashvili and QTerminals representative Neville Bissett were also present. Vladislav Krykliy stressed that concessions and investments should be a driving force for the renewal and development of Ukrainian infrastructure: “The first concession tenders in Ukrainian ports have been successfully conducted. They were won by Risoil-Kherson and QTerminals, who have the experience, resources and ambitious plans for the long term. The ports of Kherson and Olbia will become growth points for concessionaires and the Ukrainian economy, will give perspective to people and development of territories of presence. The total amount of investments in the development of Kherson and Olbia ports in the next five years will amount to UAH 3.7 billion", the minister said. The head of the Ministry said that the winner of the concession tender in the port of Kherson Risoil-Kherson would invest UAH 300 million in the development of the port over four years, which is 40% more than set by the requirements of the competition. QTerminals of Qatar will invest UAH 3.4 billion in port development over five years. According to the Minister of Infrastructure, it is one of the largest foreign direct investments in the Ukrainian port industry in the history of independence. “Public-private partnership is our favorite, so we don't stop there. We are preparing concession projects in the seaports of Mariupol, Berdyansk, Odessa and the Black Sea. The next concession will be in the Black Sea port. There we offer investors a container terminal and ferry service. Next is a competition in the seaport of Odessa, where investors should be interested in the passenger terminal and hotel. In addition, with the support of the World Bank, we are working on concession road projects, Lviv - Stryi and Lviv - Ternopil. By the end of February we plan to decide on concession projects at the airports of Lviv, Zaporozhye, Kherson and Chernivtsi. We are also preparing concessions at Chop, Dnipro Nikolaev, Kharkiv, Khmelnitsky railway stations, which should give a new quality to our passengers on the railway”, added Vladislav Krykliy. The Head of the Ministry thanked the team of the Ministry of Infrastructure, the SPILNO project office and partners from the International Finance Corporation and the EBRD for their efficient work and fruitful cooperation. Minister of Economic Development, Trade and Agriculture of Ukraine Tymofiy Milovanov noted that the Ukrainian economy and infrastructure are underinvested and attracting concessionaires and investments are critical aspects of their development. The Minister of Transport and Communications of the State of Qatar, Jasim Al Suleiti, said that the government and entrepreneurs of Qatar have received a lot of attention for the concession of the port of Olbia, which has become a new stage in the development of bilateral relations with Ukraine in the sphere of transport and infrastructure. IFC Regional Manager in Ukraine, Belarus and Moldova Jason stated that IFC is contributing to the modernization of infrastructure in Ukraine and is grateful to the Government of Ukraine for cooperation: through this mechanism. Both bidding projects clearly meet the needs of the state in terms of investment obligations, concessional payments to the budget, as well as protecting the interests of employees of businesses and local communities. We will continue to work fruitfully with the Government to prepare the next wave of pilot concession projects in other infrastructure, including roads, airports and rail, as well as in the energy and health sectors, ”said Jason Pellmar. Mark Magaletsky, Deputy Director of the EBRD in Ukraine, Head of the Infrastructure Sector of EBRD in Ukraine, noted the effective cooperation of the Ministry of Infrastructure of Ukraine, state-owned enterprises and international partners in the development and preparation of concession projects at the ports of Kherson and Olbia concession projects.
