USPA Looks For Ways To Develop Kherson, Reni And Skadovsk Ports

Odessa, Ukraine (PortSEurope) May 14, 2018 – The Ministry of Infrastructure of Ukraine is considering possibilities to improve the financial health of state enterprises Kherson Sea Commercial Port, Skadovsk Sea Commercial Port, and Reni Maritime Commercial Port.

The Ministry said the development of public-private partnership and the attraction of private investment was the only way of developing these and other enterprises of the maritime industry and is seeking partners and investors.

“The Ukrainian Sea Ports Authority (USPA), through its ports, creates equal conditions for all port operators, but state stevedores are finding it increasingly difficult to compete with the private sector due to excessive fiscal burden and technological factors. Investment projects on the basis of the concession of property complexes in seaports, provided that state control over property is maintained, is one of the best tools for improving the efficiency of state-owned enterprises. Therefore, the planned concession project in the Kherson Sea Commercial Port should become a guide for other state enterprises of the port industry “, said USPA Raivis Veckagans.
