Who manages a terminal in Durrës port that is to receive a €2 billion investment and is the sea gate for Kosovo and North Macedonia?

Durrës, Albania (PortSEurope) January 14, 2021 – A concession for Pier 6 of Durrës port, Albania’s largest Adriatic gateway, was awarded to Hili Company from Malta for a period of five years. The value of the concession is €30 million ($36.46 million). Exit News, an independent Albanian news portal which also publishes investigative stories, dedicated an article on the complex structure of Hili Company, owned
by a web of other firms, owned by several Maltese individuals. Exit News describes irregularities with owners of some of these companies. This publication comes after a sensationalist announcement in December 2020 by Albania’s Top Channel broadcaster that the Albanian government and the United Arab Emirates (UAE) Emaar Group have signed an agreement for the latter to develop part of Durrës (Durres) port into a tourist area dedicated to passengers and yachting. Also, for the transport of goods, the government plans the construction of a new port in Porto Romano. The value of the Emaar Group investment was said to be €2 billion, the largest ever in Albanian history, surpassing by €500 million the €1.5 billion investment by Trans Adriatic Pipeline (details about the investment in PortSEurope article UAE investing €2 billion in the transformation of the port of Durres) No details were given about the possible start of the project, funding sources, or duration of the works. The project also envisages a host of transformational investments, along the entire perimeter in front of the port, including residential complex, hotels, shopping malls, entertainment facilities, new roads and parks. The PortSEurope story, also published in December, Albania’s port of Durres gets closer to landlocked Kosovo and North Macedonia describes how the port of Durres is becoming the sea gate for land-locked Kosovo and North Macedonia with the agreed €204 million ($250.58 million) financing for infrastructure works in Albania and Kosovo from the European Bank for Reconstruction and Development (EBRD) and €77.6 million of funding from donors. Hili Company strategic focus is on the maritime and logistics industries with management, in a joint venture with MSC since 2003, of Terminal Intermodale Venezia (Venice, Italy) in the commercial Port of Marghera – the leading container terminal in the Port of Venice as well as Baltic Container Terminal (BCT) in Riga (Latvia) – the company’s first container terminal, acquired in 1996. BCT is the only dedicated container terminal in Riga, handling over two thirds of all containerised cargo in Latvia. The companies mentioned in the Exit News story include: Baltimore Consulting owned by Richard Abdilla Castillo; Baltimore Fiduciary; Motherwell Bridge Projects; Carmelo Caruana Company part-owned by Austin Gatt; Peterson Offshore Group; James McScporran who is Director of Clydeport, owned by Peel Ports Group; CMA CGM Malta Agency, a shareholder of Hili Company.
