Italy’s Minister Giovannini renews top management of the port authorities and defines the strategic objectives

The Minister of Sustainable Infrastructures and Mobility, Enrico Giovannini has started the completion of the procedures for the renewal of the presidents of the port system authorities and sent the request for an agreement on the proposed names to the Presidents of the Regions concerned – April 20, 2021 As required by law, the response from the Presidents of the Regions must take place within
30 days, after which the agreement will be considered acquired.  There are five port authorities for which presidents are being appointed:  1. Autorita’ di Sistema Portuale del Mare Adriatico Settentrionale (AdSP – Northern Adriatic Sea Port Authority) – designated president Fulvio Lino Di Blasio; 2. Autorita’ di Sistema Portuale dello Stretto (AdSP – Strait Port Authority) – indicated president Andrea Agostinelli); 3. Autorita’ di Sistema Portuale del Mare di Sicilia Orientale (AdSP – Eastern Sicilian Sea Port Authority) – indicated president Alberto Chiovelli); 4. Autorita’ di Sistema Portuale del Mare Adriatico Meridionale (AdSP – Southern Adriatic Sea Port Authority) – designated president Ugo Patroni Griffi); 5. Autorita’ di Sistema Portuale del Mare Adriatico Centrale (Centrale Central Adriatic Sea Port Authority) – indicated president Matteo Africano. For two other port authorities, the Ministry is proceeding with the acquisition of expressions of interest to propose new presidents. These are Autorita’ di Sistema Portuale del Mare di Sicilia Occidentale (AdSP – Western Sicilian Sea Port Authority) and Autorita’ di Sistema Portuale del Mare Di Sardegna (AdSP – Sardinian Sea Port Authority). Simultaneously with the renewal of the top management of the port system authorities, the Minister signed the directive which identifies for the year 2021 the objectives on the basis of which the variable part of the salaries of the Presidents will be calculated. Specifically, the directive refers to government policies linked to the acceleration of public investments, sustainability, the efficiency of administrative processes and, taking into account the effects of the health emergency generated by Covid-19 on the port sector, identifies five strategic objectives to be pursued (to which the relative operational objectives correspond): acceleration of investment spending; creation of the one-stop shop for administrative simplification and acceleration of procedures; implementation of measures for the energy efficiency of ports and the use of renewable energies; definition of the non-financial balance sheet of the Entity; preparation of the national dredging plan.  The monitoring of the achievement of the objectives will take place quarterly by the Directorate General for the supervision of port authorities and maritime transport, which will then send a final report to the Minister’s Cabinet by 31 January 2022.
