Odessa, Ukraine (PortSEurope) January 17, 2018 – The system of protection in Ukrainian seaports this year will be optimized in accordance with the existing norms of national legislation and in accordance with the world’s leading practices. The goal of the reform is to build transparent security processes, eliminate corruption components and save public funds.
Within the framework of the reform, the provision of a mode of stay at seaports is planned to be placed on a specialized security company to be selected through a public tender.
“A contract with a private company for the protection of ports is clearly more effective than its own services. That is why, in Antwerp, Rotterdam, Hamburg, the ports of the Baltic States have been using private companies for a number of years, not employees. To develop a transparent transition mechanism and organize a system of protection in accordance with best practices, we will invite one of the international companies with significant experience in this field. Given the social side of the reform, the Ukrainian Sea Ports Authority (USPA) is in constant dialogue with representatives of trade unions to find the best ways to implement it. Changes, and all actions on the reform of protection, are also agreed with trade unions, ” said Sergei Gronsky, Deputy Head of USPA on Maritime and Homeland Security.
The winning company for the provision of security services will be required to recruit qualified professionals with impeccable reputation. For the current employees of the ports of protection of ports, after passing the certification, provides for the provision of social guarantees by employing the company-winner of the auction. This means that all specialists, according to their qualifications and experience, have the opportunity to work and continue to pursue the same professional activities.
“A more thorough approach to the system of organization of the security regime and the introduction of a certain rotation of changes in the protection will eliminate corruption risks and opportunities for smuggling. And in an agreement with a private security company, the necessary obligations and liability for unlawful actions will be registered”, added Sergey Gronsky.
He also emphasized that the procedure for switching to private security services is carried out exclusively within the framework of the current legislation, as according to Article 10, paragraph 3, of the Law “On the Sea Ports of Ukraine”, the involvement of third-party security organizations in support of the regime of stay in the seaport is possible and carried out on a contractual basis basis.
