The Ministry of Infrastructure continues to prepare new public-private partnership (PPP) projects in various infrastructure sectors and is actively preparing new concession tenders for announcement. Thus, the company that has won the tender for the selection of consultants for the preparation of feasibility study (feasibility study) and tender documentation for a new concession project in the port of the Black Sea has already been identified. This is
Ernst and Young LLC. “As part of the ferry concession in the port of Chernomorsk, we plan to attract UAH 150 million in investments, which will be aimed at modernizing the railway and ferry complex of the port. According to the results of the tender for the selection of consultants for the preparation of the feasibility study of the project, which we announced in August this year, the winner was determined – the company Ernst and Young. We expect to develop the necessary documentation in the near future to announce the concession tender in the first half of next year, “the Minister said. According to Vladislav Krykliy, at the expense of the investor it is planned to build a new parking lot for trucks, a terminal for passengers and drivers and a service station to prepare for the sale of vehicles. The drawbridge will also be repaired, asphalt will be replaced, a video surveillance system will be installed in open warehouses, etc. In addition, the Ministry of Infrastructure is actively preparing for the announcement of another tender in the port of the Black Sea – the concession of the first and container terminals. Legal and technical consultants have already been selected to prepare a pre-feasibility study for the project. Their work will be funded by the Global Infrastructure Fund (GIF), which has agreed to support this important project for Ukraine. It is planned to complete the development of the pre-feasibility study at the beginning of next year and move to the feasibility study of the project, and the concession tender itself will be held at the end of 2021. Also, the international consultants involved by the World Bank Group completed the preliminary feasibility study of 6 pilot sections of 1,400 km of roads, which were selected for potential PPP pilot projects under the First Public-Private Partnership Program in the road sector: http: // roadppp.in.ua. In the near future, their coordination with the interested bodies will begin, after which the feasibility study of these projects will start next year. These highways connect 10 regions of Ukraine, where more than 12 million people live. We will remind, earlier the Government approved the list of priority for the state investment projects for the next 3 years. 40% of this list were large-scale projects in the field of infrastructure and transport.
